Submission Policies

Manuscript Submission Policies

1. Limitations on Manuscript Publication: In order to uphold the diversity of research contributions, an individual author may have a maximum of two manuscripts featured in a single issue of the journal. This includes one manuscript as the principal author and another as either a co-author or both works as a co-author.

2. Plagiarism and Similarity Check: The responsibility for ensuring the integrity of the manuscript rests with the corresponding author. They must guarantee that no instances of plagiarism exist, maintaining a similarity index of less than 10%. Any portions derived from external sources must be meticulously cited in accordance with proper academic conventions.

3. Citations and Academic Standards: Authors are expected to rigorously adhere to international standards of academic publishing. This means all data and ideas sourced from other authors must be accurately cited, ensuring full transparency and proper attribution per DCER's specifications.

4. Ethical Research Conduct: The highest standards of research ethics must be observed by the authors throughout the entire process, from the initial design of the study, through its execution, writing, and final publication.

5. ORCID ID Requirements: Authors must insert their ORCID ID during the submission stage in the appropriate section of their user account on the DCER platform. These identifiers will also be embedded into the article's metadata, enhancing the manuscript's visibility and traceability.

6. Affiliation Details: At the point of submission, authors must include comprehensive affiliation details. If affiliated with multiple institutions, please ensure that this information is provided for all relevant affiliations.

7. Contact Information: The finalized manuscript will include both the official and personal email addresses of the corresponding author, in addition to the ORCID IDs of all authors, ensuring seamless communication.

8. Word Count Limit: Manuscripts must not exceed a total of 6000 words, inclusive of references and other supplementary materials.

9. Language Proficiency: Prior to submission, all manuscripts must be thoroughly edited by an English language expert—preferably a native speaker—to guarantee clarity and coherence in communication.

10. Reference Formatting: The reference list must adhere to the guidelines of the ACS style manual, with each entry including the full title of the work. Authors may utilize style files available for programs like EndNote and Zotero to streamline this process.

11. In-Text Citations: Authors are required to use an in-text citation format, supplemented by a complete reference list at the end of their manuscript to provide transparent sourcing.

12. Diversity in Citations: Authors should reflect on their citation practices, ensuring that they include works from globally recognized experts, particularly those from the countries integral to the manuscript's content.

13. Editorial Rights: The editorial board reserves the prerogative to edit, modify, or request changes to the manuscript at any point during the publication process, ensuring the highest quality standards are met.

14. Formatting Requirements: Manuscripts should be formatted with single spacing and employ a 12-point font size for a uniform presentation.

15. Placement of Illustrations and Tables: All figures, illustrations, and tables must be embedded within the manuscript text at the relevant points rather than consolidated at the document's end, fostering a smoother reading experience.

16. Simultaneous Submission Policy: Authors must confirm that their manuscript has not been previously submitted, nor is it under review by another publication. DCER will not consider manuscripts that are concurrently being evaluated elsewhere.

17. Conflict of Interest Disclosure: The corresponding author shall ensure that there are no conflicts of interest among co-authors and the principal author that could influence the manuscript’s integrity.

18. Withdrawal Protocol: Once a manuscript is forwarded to the peer-review stage in the DCER online system, it cannot be withdrawn by the authors.

19. Exclusivity of Submission: Manuscripts under editorial or peer review cannot be submitted or published elsewhere until a formal rejection is issued by DCER.

20. Acceptance Notification: Submission of a manuscript does not guarantee acceptance. An acceptance letter will only be issued following successful peer review, contingent on the editorial committee's recommendation.

21. Rights to Manuscript Circulation: Authors grant DCER a non-exclusive right to circulate the manuscript and any derivative works, such as translations, ensuring the research reaches a broader audience.

22. Thorough Review of Guidelines: Authors must diligently review these guidelines and confirm that all submission requirements outlined by DCER are fully satisfied prior to the manuscript submission.

23. Submission Method: All manuscripts must be submitted through the online portal of DCER, ensuring a streamlined submission process.

24. User Account Registration: The corresponding author must register and/or log into their user account on the DCER platform before proceeding with manuscript submission.

25. Signed Agreement Form: Authors are required to submit a signed agreement form, ensuring adherence to all requirements and conditions set forth by DCER before and during the submission process. By following these comprehensive and detailed guidelines, authors will contribute to the maintenance of academic integrity and the quality of research published in the DCER. Adhering to these practices not only enhances the credibility of the work presented but also fosters a rich environment conducive to scholarly exchange and growth.

Complaints and Appeals: Framework and Procedure

At the heart of our commitment to integrity and excellence in publishing, DCER has established a comprehensive framework for handling complaints and appeals. Should any individual encounter concerns pertaining to our publication ethics or editorial practices, we invite you to engage with us through the following structured avenues:

Nature of Complaints

1. Allegations of Misconduct:

In instances where allegations arise concerning misconduct such as plagiarism, data manipulation, or fabrication—the aggrieved party is empowered to submit a formal complaint directly to the Editor-in-Chief. We take such matters with utmost seriousness, adopting stringent investigative protocols in accordance with the guidelines outlined by the Committee on Publication Ethics (COPE).

2. General Complaints:

We welcome concerns from any interested party. To initiate this process, please submit a detailed written account of your concerns, along with supportive documentation, to our dedicated email address at DCER@scienceIngress.com.com. Each inquiry will be acknowledged, ensuring that all voices are heard and addressed appropriately.

Appeals against Publication Decisions

The editorial discretion of our Editor-in-Chief is paramount, granting the authority to determine the suitability of manuscripts for consideration within DCER. Our editorial team is committed to transparency:

Rejection Transparency: If a manuscript is declined, we ensure that authors receive a comprehensive rationale explaining the rejection, allowing for constructive feedback.

Formal Appeals: Authors possess the right to appeal decisions, particularly if they believe an error in the review process has unjustly impacted the editorial outcome. Such appeals must be accompanied by a well-articulated written statement that outlines the perceived discrepancies affecting the decision-making process.

Ethics-Related Appeals: If the author suspects that a breach of publication ethics has influenced the rejection, they are encouraged to reach out to the Editor-in-Chief with a thorough written description of their concerns, supported by relevant evidence.

Archiving Policy

In our dedication to ensuring the longevity and availability of scholarly work, DCER has implemented a robust digital archiving policy. We commit to preserving published content against unforeseen data loss through a multitude of systems integrated within Open Journal System (OJS):

PKP Preservation Network (PN):

Our journal participates in the PKP Preservation Network, which provides exemplary preservation services to all journals utilizing OJS. The activation of the PKP PN plugin for OJS 3.5 affirms our adherence to preservation standards, ensuring our scholarly outputs remain accessible to the academic community indefinitely.

Repository Policy:

As an Open Access journal, DCER champions the unrestricted dissemination of knowledge. Authors are encouraged to make their articles readily available under the Creative Commons Attribution 4.0 International License (CC BY 4.0):

-Pre-Publication Guidelines: Authors should refrain from posting their manuscripts on institutional repositories or websites prior to and during the submission process.

- Post-Publication Sharing: Authors may publish the final PDF version of their article without embargo, contingent on providing clear attribution to DCER as the original source and accurately citing the work.

- Linking Best Practices: To enhance the impact and visibility of published works, we recommend that authors link their posted Author Accepted Manuscript (AAM) to the official version of record, complete with the DOI.

This practice not only facilitates the tracking of citation and reach but also supports the broader academic dialogue.

Licensing and Copyright

In alignment with our Open Access ethos, articles published in DCER fall under the Creative Commons Attribution-CC BY 4.0 license:

- Rights and Restrictions: This license empowers users to utilize, distribute, and reproduce the work across various mediums, ensuring that proper attribution to the original creators is maintained.

-Copyright Ownership While: the journal retains the right of first publication, authors maintain the copyright to their work and are free to pursue subsequent publications elsewhere.

- Non-Commercial Use: All users are encouraged to leverage our articles for research and educational purposes while respecting the non-commercial nature of such uses.

Additionally, authors should familiarize themselves with various Creative Commons licenses to understand their rights and the implications of their chosen licensing options.

We emphasize that the use of descriptive names, trade names, and trademarks within our publications does not imply their unprotected status under relevant laws and regulations.

By fostering a transparent and supportive environment, DCER are committed to upholding the highest standards of research ethics and publication integrity, thereby enriching the academic landscape for current and future scholars.

Disclaimer

The DCER (Digital Culture and Education Review) Journal assumes no responsibility for the content of the articles it publishes; all such responsibility lies wholly and solely with the respective authors. The opinions, ideas, terminology, and illustrations set forth in these articles reflect the personal views of the authors and may not necessarily align with the perspectives of DCER. The editorial team and board members are not obligated to endorse or support any specific article or its assertions, as the ultimate accountability for the subject matter resides entirely with the authors.

In the ever-evolving landscape of scientific knowledge, theories and concepts are subject to reinterpretation as new insights and experiences emerge. Recognizing this dynamic nature, our editors have diligently consulted a spectrum of sources deemed reliable in their commitment to ensuring that information published within articles adheres to the prevailing standards and methodologies recognized at the time of publication.

Nevertheless, due to the inherent possibility of human error—whether by the editors, the publisher, or others involved in the editorial process DCER cannot warrant that every aspect of the published information is completely accurate or comprehensive. Conflict of Interests Policy

Declaration of Conflicting Interests Policy

At DCER, we affirm our unwavering commitment to transparency and accountability in the disclosure of competing interests related to published manuscripts. Authors are required to provide a comprehensive conflict-of-interest statement during the manuscript submission process, ensuring that any potential conflicts are recorded within the paginated published article.

A potential conflict of interest may arise from various relationships, allegiances, or affiliations with specific groups, organizations, or entities that could unduly influence the authors' judgments, conclusions, or actions regarding their manuscript. This is particularly crucial when the interests involved are personal or could result in personal gain.

Examples of potential conflicts of interest may include, but are not limited to:

- Receipt of consulting fees or honoraria.

- Acquisition of research funding from designated organizations.

- Employment by, or direct involvement with, a company relevant to the subject matter of the manuscript.

- Holding shares or stock options in a corporation that may be affected by the research presented.

- Compensations or reimbursements for attending related conferences or symposiums.

If authors recognize additional interests that could be reasonably perceived to influence the research submitted to DCER, these must also be disclosed prior to acceptance of the manuscript.

Manuscripts will be evaluated with fairness and impartiality, with acceptance contingent upon complete and transparent disclosure of competing interests in accordance with this policy. Notably, the editorial team does not mandate that authors divulge specifics of financial arrangements when declaring a competing interest; a general acknowledgment is sufficient.

Authors must ensure compliance with the Manuscript Submission Guidelines of DCER (Journal of Digital culture and Education Review) regarding specific requirements for conflict-of-interest declarations. This includes certifying in the author agreement form that:

1. All forms of financial support are duly recognized in the manuscript.

2. Any commercial or financial engagements that could present a conflict of interest are disclosed at the time of submission.

3. Any potential conflict of interest is discussed with the Editor to determine whether it should be included in the manuscript.

4. Authors have not entered into any agreements with sponsors of the research that preclude the dissemination of both positive and negative results, or that require prior approval from the sponsor before publication.

5. Authors have reviewed the Submission Guidelines for DCER regarding the Declaration of Conflicting Interests and have adhered to the stipulated requirements.

The authors should include their conflict of interest declaration at the end of the manuscript, following any acknowledgments and preceding the Funding Acknowledgement, Notes (if applicable), and References, under the heading "Declaration of Conflicting Interest." If no conflict exists, the authors must state: "The Author(s) declare(s) that there is no conflict of interest."

These obligations also extend to editors or guest editors who contribute to DCER and to peer reviewers, as applicable.
